Director, Economics and Financial Policy

Summary

A hybrid role located in downtown Toronto and reporting to the National Director, Policy Development, the Insurance Bureau of Canada (IBC) seeks a dynamic individual possessing expert economic and financial analysis skills and with proven leadership to become a member of the management team.

An excellent communicator and presenter, you are expert in leading and applying quantitative economic, financial and other data analysis to public policy issues. You are familiar with government decision-making processes, particularly as they apply to issues related to the financial services sector. You also have a strong understanding of prudential regulation, having had exposure to financial sector regulation in Canada.  

Opportunity

IBC is regularly called upon for input into public policy issues and fiscal policy, and to promote the interests of Canada’s P&C insurance industry.

This role will give the selected candidate the ability to influence policymakers and create the conditions for a strong, stable insurance sector that benefits all Canadians. The role has the key objective of creating and communicating a strong policy and analytical platform from which the organization will launch its advocacy work and defining/building the required capabilities for a best-in-class research and policy organization.

This important initiative requires an individual who is prepared to be measured against the following accountabilities:

  • In consultation with the senior leadership team and other key stakeholders, develop a strategic economic and financial services policy agenda that advances the industry’s goals and objectives in both the short and long term;

  • Develop and lead a high-performance team of economists, policy experts, data analysts and researchers;

  • Craft and present submissions on behalf of the organization to various external constituencies, and communicate the industry’s views through the preparation of written policy papers, speeches, briefs, and opinion pieces

  • Provide and support leadership for IBC’s interactions with senior government officials in the fields of prudential regulation, taxation, and accounting;

  • Motivate and inspire staff to meet organizational objectives;

  • As policy strategist, build and leverage personal reputation to become recognized and sought after as a subject matter expert on economic, regulatory and related public policy issues;

  • Identify, research and monitor key issues which might affect the industry’s image;

  • Track and analyze current data and policy progress, and provide strategic guidance and political analysis;

  • Monitor legislative activity and strategize interventions to influence legislation towards a desired outcome;

  • Support IBC’s critical government relations work by coordinating activities closely with the government relations and public affairs disciplines.

The Candidate

The ideal candidate will possess the following skills, knowledge, and attributes:

  • An economist or policy professional with 10 or more years of progressively responsible experience in the development and implementation of comprehensive policy strategies and programs dealing with complex and wide-ranging issues;

  • Strong academic background. Advanced degree in economics, financial policy, or related discipline is required;

  • A solid grasp of the financial services landscape in Canada, including prudential regulation (i.e., OSFI), financial services legislation (i.e., Finance Canada) and taxation (i.e., CRA);

  • The ideal candidate is familiar with the following: solvency regulation (i.e., capital and liquidity requirements), accounting standards (e.g., IFRS 17 implementation), the reinsurance framework, sustainable finance and tax policy;

  • Demonstrated success in the coaching, development and overall leadership of a well-aligned team. Intrinsic collaborative approach;

  • Excellent verbal and written communication and public speaking/presentation skills. Ability to tailor communications so that complex messages are conveyed clearly and with impact;

  • Superior analytical skills and judgment. Looks for new opportunities and employs good judgment and rigor before making recommendations;

  • Well-developed influencing and listening skills. Understands the appropriate use of tact and diplomacy when dealing with conflicting points of view;

  • Well-honed relationship-building skills. Comfortable dealing with senior executives and government officials. Credible and personable. Simultaneously self-confident and humble;

  • Ability to create and articulate a vision and develop and execute supportive strategies and plans for both the short and long term development. Solid business acumen;

  • Outstanding organizational skills combined with the ability to set priorities, manage budgets and meet deadlines;

  • Team player with a big-picture perspective. Ability to see how all of the pieces fit together and contribute to the achievement of broader organizational objectives;

  • Experience working with the issues surrounding the P&C insurance industry would be an asset, but is not a requirement.
